A Russian think tank with close ties to the Federal Security Service (FSB) has advised Moscow to take an uncompromising stance in Ukraine peace negotiations and rejected former President Donald Trump’s swift peace proposal as unrealistic, according to reports.
The Washington Post revealed Wednesday that the think tank’s February document stated peace in Ukraine would not be achievable until at least 2026. The organization, which maintains connections with the FSB’s Fifth Service – responsible for Ukrainian operations – recommended that Russia create discord with Trump’s administration to diminish America’s bargaining power.

The document outlined specific territorial demands, including establishing a buffer zone in northeastern Ukraine along Russian regions like Bryansk and Belgograd, as well as creating a demilitarized area in southern Ukraine near Russian-annexed Crimea.
This development follows recent news that Ukraine would consider a 30-day ceasefire, contingent on Russian agreement, as disclosed by American and Ukrainian officials after discussions in Saudi Arabia. The Kremlin’s response remained measured, with spokesman Dmitry Peskov indicating Thursday that Russian officials needed more information about the talks before forming an opinion, while confirming U.S. negotiators were en route to Moscow.
According to Reuters, Russia has already submitted its conditions to the U.S. for ending the conflict and improving bilateral relations. The think tank’s analysis advocated against deploying peacekeepers and pushed for the complete removal of Ukraine’s current leadership.

While Trump has made ending the Ukraine conflict a cornerstone of his campaign and potential presidency, the report suggests Putin’s Russia seeks resolution solely on its own terms.
“They consistently talk about the root causes, which, as you know, are about the domestic politics in Ukraine, and even more important than that, the European security architecture, which would be the role of NATO. And a simple ceasefire which doesn’t take that into account is of no interest to Russia. And Trump doesn’t appear to understand,” said Thomas Graham, who served as senior director for Russia at the National Security Council during George W. Bush’s presidency.
